These events can be criminal events, natural disasters or industrial accidents. All of these can strike with little or no notice causing a few fatalities or over 250,000 in a single event.
Government agencies work very hard and successfully to maintain efficient day to day operations. However, the sheer number and condition of fatalities, such as those resulting from a commercial aviation loss, vessel sinking, rail accident or industrial explosion can overwhelm the best prepared government.

- Training Programs – Tailored awareness, operator training, or exercises for
those governments that have existing programs and resources.
